members of the board to thank you in your final week before you leave city government. it is a resolution that commends you as our puc general manager and form he city controller for 28 years distinguished service to the city. ed, i know a lot of our colleagues will say these comments to you privately and publicly, but we have a lot of city employees who are extremely hard working, we have a lot of city employees who are incredibly smart and innovative and support the very best of integrity and doing what is in the best interest of the city. i think it is fair to say that's certainly for me and all of my colleagues you have exemplified the best of all of those qualities, as you have your handshaken for today's accomplishment of what you've been able to do over the last 28 years. i'm not going to read the entire resolution but i want to summarize for the public that after you served our city with honor, distinction as our city controller, during your tenure as the general manager of the puc, you use your exceptional financial management skills, your extensive knowledge of city operations,

. public engagement is extremely important to the way we run government in san francisco. it has always been about public engagement. we need the last bodies come a different viewpoints, different economic classics -- classes, ethnicities, and regions of the city to be well-represented on everything we do because that is what makes our city great. it is that the verse you point coming together to focus -- it is that diverse viewpoint coming together to focus and figure out with the public what it is that we should do, that it is time well, well thought out, and what we need to do to show the rest of the country that this city can work itself out of the economic doldrums and into presenting hope and economic opportunity for everybody, no matter their backgrounds. we also reflect our regional values in this city in many different ways. we want to continue selecting people who will make sure government and all of our programs are open to everybody. i want to thank each and every one of the people in front of me today representing the different bodies we are about to make appointments to an

[ applause ] >> i like that. thank you. >> all right. next question. san francisco's transportation inserve drivers, bicyclists and transit uses. bicyclists are not charged for the privilege of using or parking on public roadways. mr. davis, mr. everett and miss selby should the city assess fees on bicycle owners to pay for transportation improvements? >> i don't think so and i will tell you why because the city is moving in a direction that i think they should be which is encouraging more people to get out of their cars and to get onto bikes and to use our streets and walk the streets. you know, i think we need to be visionary about getting and meeting our goals. we have a goal of 20% of all trips in san francisco being taken on a bike by 2020. the bike coalition, which is one of my endorsements, as well district 5 group have been advocating for this connecting the city plan, the bike coalition for cross town bikeways to make our streets safer for bike riders. i think we need to move more in that direction and assessing

there government. we just talked about the hetch hetchy matter and building was supposed to be $140 million, but it was actually $65 million over budget. the department of public works doesn't even have all of its receipts. the bond oversight committee is supposed to be have access to those receipts. they can't get them. so we ce[6ud money is not accounted for. we found waste in the arts commission, which the controllers office confirmed and the civil grand jury confirm and we also found waste in various other departments. and this board of supervisors needs people on it who will actually ask those questions. thank you. we have a couple other candidates who wanted to jump in here. mr. davis and miss selby. >> after $1.5 billion in public service sector cuts in san francisco since 2008, since our budget crisis, we can't balance our budget going forward on cuts alone. we have got to look for revenue with muni failing and unmaintained parks we need a comprehensive, aggressive revenue strategy. i was one of the activists and advocates who helped to get the gross receipts measure to the ballo
of investment in affordable housing from the federal government, most people in this city are never going to live in subsidized formerly below market-rate housing. they are just not going to and in my district the upper market area, the number of people who are living alone and hanging on by their fingernails to stay in this city and they will not qualify for affordable housing. but they need housing, too. and i think if we're going to do this, it needs to meet the needs of those kind of people, too. because that is a significant slot of our population. i do believe that what this will do is, as market rate projects come to the planning commission, this will be useds a club to say do not approve this project, because look, we're doing so poorly in meeting the needs of formerly subsidized housing for 0-50, 50-80, 80-120. and that incomplete picture will be presented, but it will appear that that is the whole picture. and that is what it will be used for and that is my concern. information is important. i think we do net get a lot of information as planning said, these reports are produced
the first round allowed for redevelopment and successor agencies to be part and parcel of city government or county government, depending on the jurisdiction, this round of legislation literally requires them to be separate from city and county. as of the effective date of this legislation, the successor agency is technically a separate entity from the city. in addition, the legislation that the mayor put forward that the board passed would create a separate board so there would be two entities. the oversight board i sit on would continue to exist but only be responsible for the fiduciary you responsibilities, the financial obligations if you recall what is called the recognized obligation payment schedule that we are required to submit to the state every six months. the second board would be composed of citizens appointed by the mayor, endorsed by the board, which would review entitlements, review projects and somewhat of the same capacity the former redevelopment commission board did. again, this is the result of -- to be honest, changing their mind on these things. we are constantly sh

can't move that fast in government to do large real estate transactions. we are unable to do it to acquire it while it was on the market. while we agree that purchasing would be preferable generally to leasing, and we have been moving out of lease space over the years. i think we have provided information to your offices to that effect, we don't see a viable purchase option out there. as the budget analyst report said, this appears to be the best option. i think that was on the -- in the summary of the budget analyst report. at least the best option for lease space. there was concern raised by the budget analyst i think appropriately if we were to execute the option to enable the landlord to undertake improvements for us in the second phase, the first phase they cover at their cost but the second as an option where we could have them do it and finance it for us. that the interest cost was too high and probably not in the best interest of the agency, we agree with that. and finally a recommendation or concern raised that this causes a six-month overlap where we will be paying
that we have committed to. the federal government just recently gave us $5 million to assist families to prevent them from being homeless and to make basically help them reunify and this is something that is a five-year, $1 million a a year commitment from the government. and we are working on 20 units a year through the housing authority. we have the veteran's commons opening up and the lodgers coming up with 100 single adult units. 25 units for transition youth. and booker t. washington, units, transitional age 24 units. 1074, san francisco hotel, 73 units for singles and for families. , 1184th street, 25 additional families. we have pipeline shelters opening up, 25 on delora street. and 100 units at the bay view shelter. >> and working to take friendship church to church to extend it to family shelter. >> and we know that we have 172 units coming in from the ymca and 122 coming through bay through chp and so there are opportunities that are coming up, shelters that are opening up and supportive housing units that are coming, that are in the pipeline and i am not saying that it is g
